Banning the app for the first time made it incredibly popular, so a huge number of people would have probably downloaded it as soon as it came back on the store. Then, after a bunch of people download it, they ban it again to appease China. I bet more people downloaded the app this way than if they had just banned it today for the first (and only) time.
