They can see the abstract case at hand is a disagreement with federal policy. ICE was created by the federal government and tasked with (among other things) carrying out a controversial policy. Even if GitHub didn't vocalize it explicitly -- or went further and stated that the decision applied only to ICE -- every federal agency is still listening to see if their business relationship with github will be shaped by public opinion towards the job the legislature tells them to do.
