Generally agreed upon definitions with respect to political systems/philosophies are a challenge, but I would respectfully disagree with the idea that the government is intended to be a trusted moral authority in a democracy (or a republic). At least with respect to the US notion of limited governmental powers I think the goal was to keep the government from acquiring to much authority never mind something as all encompassing as "moral authority".
