Perhaps amongst many, there is little sympathy for people addicted to gambling or indeed drugs, however the government still regulates these areas. This is because government understands while there is obviously variation between people, the key drivers for these things are not innate, rather social. ie opportunity, environment. This is highlighted by other addiction patterns - painkillers, tobacco, even caffeine - these are not limited to a small group of 'losers'.
