I think it's unreasonable to assume that streaming is the only use-case of a high-speed connection. If I need to download something large, there is no upper limit to the bandwidth I can benefit from. More generally, I think claims that there's no valid use-case of X are essentially always wrong. It's fine not wanting to provide a service if you're upfront about it, but framing it as anyone who does this is doing something dodgy is just a way of diverting blame.
