I am a pedestrian/cyclist (not a driver), and I blame the system. Where do I fit? It would be great if personal responsibility solved this, but ultimately I would rather be safe from cars than enjoy placing blame on drivers.

Safest way for a cyclist is to not drive where cars are. Motorcycles suffer the same fate (worse actually)
