You don't do that be attempting to fight force-on-force against overwhelming conventional power. You do it by targeting the mayors, governors, police chiefs, district attorneys, tax collectors, etc.....basically all of the key leadership of low-level government, and law enforcement. Without the support or at least tolerance of the population, ANY army will have exploitable vulnerabilities in essentially hostile territory.
