What kind of power do you think we have? Economists have been advocating for taxes on exernalities like pollution since Pigou in 1920, and everyone just ignores us. If people had listened to us and implemented a carbon tax years ago, we wouldn't be panicking about climate change now. Economists get listened to when their ideas are convenient for people with political power, and otherwise they get ignored.
