Why not use a system akin to that of jury duty? If you fly X type of jet you're in a pool of 'random' testers for X jet as opposed to using data driven methods to shake out average pilots. I'd have to assume the pilots in some fashion would be incentivised to not be chosen to test for fear of simply being an average pilot in the first place.
