  Given that it’s about real world impact of tweets, and the changing social expectations around personal comments, I’d say it’s highly relevant.

  It's at the cross section of modern technology & its impact on society. Seems right to me. Also, take a look at the community guidelines: They don't specify "tech news only", and in fact specify as on-topic "anything that gratifies one's intellectual curiosity". By that definition, pretty much anything that gets enough up-votes to rise to the community's attention is de-facto on topic. Your comment, on the other hand, is decidedly against the community guidelines: "Please don't complain that a submission is inappropriate.
