Actually planned economies often do solve the problem of food over-abundance rather nicely... "Communism is like food -- not everybody gets it". Funnies aside capitalism without regulation quickly devolves into oligarchy. So throwing few more regulations is fine. You can always buy bags of sugar yourself and eat it with a spoon if you prefer.
