If you're dealing with adversarial middle-men, it could be OK. I lived in a country where everything inside the country right up to the border could be considered adversarial. If it brings competition to the shady VPN-peddlers, and is easy to download and get going, I'll consider it a net positive, all-in-all, regardless whether I'll use it personally or not.
