That was also true in 1985 when GoI signed the Assam Accord. Why did the GoI lie to the people of Assam if all this was a disaster in the first place? Regardless of what happened in the past, the recent stress on NRC is due to the SC order in 2013. I'm not sure how the Government should've defied the SC order. Even if they had done that, it could've had ramifications in Assam which has already seen a lot of violence against ethnic Bengalis.
