I would say, modern money is debt, transferable or not. It is interesting in a sly way as the true nature is hidden from the populace at large so that money as a system of control remains effective. I think the major problems we face w.r.t money are due to this dual nature of money. You cannot simultaneously satisfy both the creditors and the debtors.
