This article ignores the political dynamics. Pro-supply policies like zoning reform are much more popular when bundled with anti-displacement measures, which address people's anxiety about them. A mild level of rent control such as the new California law is not nearly as damaging to supply as policies like strict height limits. Knowing that rent control isn't fully optimal, I'd still gladly trade one for the other.
