Yes, I've submitted artwork to iTunes and they want (but don't require) a layered file for the artwork to create that parallax effect. You'll notice most just have the Title and (other text) as moveable layers, which is easy since those were probably created as separate layers when the artwork was created to begin with. The background artwork is typically static, although I suspect this tool will be included in photoshop at some point at which time it will make it much easier to give this effect to backgrounds too.
