I'm surprised how no one commented about the obvious problems here. These are very expensive high output panels. The ROI would be negative. They'd add thousands of dollars to the cost of the car. Until prices drop significantly you won't be seeing 30%+ solar on a car soon, at least not ones with a positive ROI. It's far more cost effective and practical to install a stationary solar array to recharge from.
