If you go to https://www.historicaerials.com/viewer https://www.historicaerials.com/viewer [1] their resolution isn't great (can't see the car), but you can see that in 1999 (~2 years after his disappearance) they were still building houses there... ~2 years before (1995) that area was orchards or farmland.
