- thatswrong0 7y agoI suppose I was being a bit strong. I just don't want anyone to get the impression that it's anything _but_ the teensiest of baby steps.
- sharkmerry 7y agoIs almost 10% of prisoners really only baby steps? I understand your point, they will be transferred to a new prison that will still have private interests, but to call it baby steps still seems exaggerated and defeatist
