  I was going to suggest the Commodore64, which I'd hope would be at minimum twice as slow as an iPad

Probably a $500 HP laptop that Best Buy puts the most discount stickers on.

  What's the market like for low end laptops? I'd expect the big retailers to get their own 'exclusive' skus to prevent price matching etc.

    Nah. HP, Lenovo, Dell, Acer, etc make cheap laptops. They usually have the cheapest components, slow eMMC as storage and no HDD or SSD, and come with the locked down version of Windows 10 S where you have to use IE, Bing, and can’t install apps outside of the windows store. I believe Microsoft actually pays OEMs for the S version, instead charging. Technical users can opt out of S but it’s not obvious and I think comes with warning signs that mislead average Joes think their warranty will be void if they do that.

      My point was that if each retailer has their own unique skus, no one cheap laptop would end up achieving high sales.

Their claim refers to the top selling PC laptop in the USA during the first half of 2019. Not sure what exactly it is - on Amazon the best seller is the Acer Aspire 5.
