If power can be sourced elsewhere but it comes from nuclear or fossil fuels (as in the case of Germany and France), it would be a sham. If everyone went renewable, everyone would also have the same problem of seasonal variance. If you want to go "mostly renewable" and do the buffering e.g. with natural gas as it is currently done, that's of course a far more plausible scenario.
