How does Warp deal with IP based ratelimiting (eg: Google) and geographic restrictions (Netflix and Youtube)? Also curious if Cloudflare is using fully audited and libre systems like some VPN providers do, so as o ensure privacy claims are worth the paper they are written on.

It explicitly doesn't deal with geographic restrictions. Indeed, it guarantees that websites can implement them.
