My impression is that at a large company it's easier to cut in broad strokes and then hire for specific roles. Many companies, certainly Uber as well, do smaller force reductions where the employees have ~60 days to find an internal role, after which they're laid off. It sounds like the same thing, but, it allows you to possibly keep the employees.
