I'm sure this ruling doesn't cover that case ? well globally I wish authorities would rule that public data should be published in computer accessible format e.g pdf's for humans and xblr's / csv for machines e.g in financial reports. lots of data in pdf's that costs a ton to mine. & tools like AWS Textract are hardly up to task.
