I don't think that 'responsibly' is the correct term to use here. Legally, perhaps. The distinction is huge. Consider 'responsible drug use'. Is a 20 year old in a bar being irresponsible because they're in the US and not the UK? (ok, they probably are, but in a different way entirely...)
