Pilot here. IIRC the moment an aircraft leaves the ground it leaves local jurisdiction and enters federal airspace and federal jurisdiction. So even if you're flying between two location in the same state where cannabis is legal you still have to travel through a jurisdiction where it's illegal. I suppose this rules out cannabis drone deliveries too :)
