I'd never send an email like that. Nothing good can possibly come of it. That needs an interactive discussion. The email as it was sent is going to do nothing but cause trouble and sorrow. Far, far too many emails are sent in the world that really should have been either not sent or done by voice. Stuff can escalate out of hand way too easily.
