I agree with the article that spying on foreign students is a bad idea. But I believe the threat of Chinese intellectual espionage is real; it isn't some racist mirage. I have a relative who works at a big research institution which was hacked by the Chinese a few years ago. After this was discovered, the FBI interviewed people and forced the place to switch to 2FA.
