I'm sure many people understand it. I personally find it very hard to fully understand, and "Paxos Made Simple" didn't help. About one year ago, I went through all the steps of the proof, I implemented it. I really tried to understand it. Today, without external reference, I probably wouldn't be able to implement it again. For such a short piece of code, it's surprisingly difficult.
