See my other comment in this thread about German capital benefiting from this arrangement more than German labor. I'm not saying Germany has to nationalize industries, they just need to run large fiscal deficits over a sustained period of time. One thing they could do right away that doesn't cause "resources to be misaligned", is to cut taxes and increase the benefits for the poorest German workers.
