maybe they thought of 4 passengers? Building more roads costs a lot more when they are a billion dollars a mile in Seattle (i90, 30 years ago). Or the 520 bridge. We need to do all the things to make traffic in Seattle better, light rail, buses, road improvements, last mile transit services. Would we really be better off if we dropped all this "wasteful" transit spending and had really worse traffic? Of course not.
