No. Oregon has fairly lax requirements for setting up legal sales and growing/processing, but put a moratorium on new permits because the market became flooded. California legal prices are twice as expensive as both Colorado and Washington State, simply because of taxation. Interestingly, I believe a similar situation is occurring in Ohio for legal medical sales.
