If these fires are being set intentionally, shouldn't it be possible to pinpoint exactly where these fires are occurring and monitor who is reclaiming the land for other purposes... and then sanction them?

People in my lab have worked on a system that monitor deforestation in Indonesia with satellite data https://www.tandfonline.com/doi/abs/10.1080/01431161.2019.1579390 https://www.tandfonline.com/doi/abs/10.1080/01431161.2019.15... and it’s not a simple problem. You need to work tightly with local authorities, and they are often complicit in these deforestations.
