The article focuses on strategies effective in arid climates. In California, evaporative coolers worked really well for us except on the hottest days. No way they'd work for us here on the US East Coast. OTOH, I'm pretty enthusiastic about the exchange systems that circulate fluids to exchange heat with soil beneath home. That's a really reasonable approach.
