Mostly because of https://archive.fosdem.org/2019/schedule/event/patent_exhaustion/ https://archive.fosdem.org/2019/schedule/event/patent_exhaus... which would allow people in the US to use these patents in any context as long, they derived their worked from an Open Source Power processor which got the patents exhausted and did not violate the Open Source license the processor.
