I am reasonably search-savvy, and when I am starting to research something out of my comfort zone, I often start with a "how do I…" search. I sometimes find exactly what I need with it, but more often I get enough information to perform other, better searches. Your assumption that people don't search that way is dead wrong, though: I've seen many non-technical people do just that sort of search. My mother being one. I know: the plural of anecdote is not data and all, but I'm fairly certain most people don't think of search the way you suggest.
