>>> Who would have the legitimacy to design such an exam? If it's like civil engineering, it would be the regulatory body that determines the approved technologies and design formulas for your field. The exam would be based on those standards. I'm not sure most governments would even approve public key cryptography. Better watch what you ask for. ;-)
