If "outside" defines somehow how "inside" works, then question just changes to: Is "outside" deterministic or indeterministic. Is there truly randomness or not in the "outside"? It is very difficult to imagine root source for truly randomness? If there is truly randomness in the universe, source of it would be perhaps the most important discovery of science ever. True randomness and infinity are horrible potential features of the universe - especially if both are true.
