It was in a great blog by a guy who seems to be former NSA or similar - CyberSecPolitics Looking for it right now tho is beyond my capabilities - I am on mobile and it’s 4Am where I live.. Most of the talk is centered in which cyber capabilities each country has and how they use them. He said interesting stuff about the Russians allowing a lot black hat hacking to go on - as long as it’s directed elsewhere. Then the state uses them agaisnt adversaries when needed. Lots of interesting stuff.
