I've been for the last 6 months, spending maybe half that time living with a Korean family. I think I'm past the "tourist" phase. Also I only mentioned Korea because I happen to be there right now, but functional transportation and not needing a car is also prevalent in Japan and much of Europe. America is pretty unique in its sprawl and car-dependence.
