Either there isn't enough space in the rack, or they're out of network switch ports, even down to being out of SFPs or network cables themselves. I've even seen clients run out of power... as in, they couldn't add one of our servers to the data center because the UPS and power delivery systems could not safely handle the load of one more server. Running a datacenter is a lot harder and more costly than most people think.
