Another possible argument is simply pragmatic - by not including LIDAR, Tesla can actually sell cars and therefore be in the best position to get to L5. They'll have the biggest fleet, the most data, the most technical expertise and experience, etc. I mean they're actually selling something people are buying. It may or may not be the correct technical choice but it seems to be easily the correct business choice.
