I live in an Asian city of 13 million people. Only the exceptionally rich own cars here. (There is a 100% import tax on top of the vast difference in incomes between here and the US.) Millions of families raise children here without a car just fine. They would be amazed to learn that you think it is impossible. Even if they moved out of the city, they still wouldn't be able to afford a car, anyway.
