I think it has more to do with that China's strength at the moment is being utilitarian. Their working theory is to increase capacity. That is why they are build a lot of high speed rail, cities and power plants. While in the West we talk about tweaking cars to being self-driving or interest rates in the mortgage market. Because we don't really have that urgency to do things at scale tomorrow.
