How can you make a few businesses pay a fee without being advantaged against a business that doesn't pay that fee. You do bring an interesting idea, if it's a directory financed by the government, which is neutral and randomize results (or else we would see much more A* companies ;) ), that could works in a way. It may become an administrative nightmare to manage though with categories and stuff.
