Germany payed of it's ww2 debt not that many years ago. If it wasn't for the US pooring dollars into it first, it could have taken a much longer time to happen. However, at for example the Balkans it was private individuals such as Cheney buying steel/coal factories. That's a private investment. But the political link is clear.
