There's no way to punish a government without punishing the country. The sanctions are not on the people themselves, for instance Iranians can and do visit the US. Iranians and US citizens should protest against their governments causing this political situation. From my limited research, neither party is innocent. Bothering GitHub doesn't have a purpose, they are only blocking Iranians to comply with laws.
