Never say never. This type of policies depend on many factors and while they may not work in some circumstance (time and place) they can be more effective in others. The problem is recognizing when that is AND re-evaluating the situation. The latter I feel is almost never done. For regulations like this it's important to put in the law text that requires a full re-evaluation of its efficacy and roll back when there are more drawbacks than benefits, just because the policy worked at one time it doesn't mean it will continue to be effective forever.
