Is it possible now to make a completely silent water/magnetic liquid cooler for a CPU by forcing this liquid to flow inside a heat pipe by a few electromagnets?

Is it possible now to make a completely silent water/magnetic liquid cooler for a CPU by forcing this liquid to flow inside a heat pipe by a few electromagnets? Thus removing the noisy motor driven pump.
