Sure they could. Just as a bank will refuse a transfer if they think it is fraudulent. Clearly he wasn't too rich and too special to be accused of fraud, as that's exactly what they accused him of, so why not refuse the booking and nip the fraud in the butt? It's plain as day that the whole thing was retro-marked as fraud to take his ticket away.
